Estimate that was referred to during June 2013 by Gloucestershire County Council was for a double track electrified railway used by a high frequency London commuter service.
But the restored Cheltenham – Kingham – Oxford railway would be single track and diesel operated.
A more accurate comparison could be with the proposed re-opening of the railway between Bere Aston and Tavistock on the edge of Dartmoor, with a price tag of £68 million for 5.5 miles of single – track railway line beside a cycle way, to be operated with two coach diesel trains.
Using this cost per 5.5 miles plus cost of structures and earthworks as a basis for calculation…

A recent comparison could be with the proposed re-opening of the railway between Stratford Upon Avon and Honeybourne, with a price tag of £110 million for 9 miles of single – track railway line at least partially beside a cycle way, to be operated with two or three coach diesel trains. Extensive tunnelling is required at Stratford Upon Avon, bridge repairs are needed along the route and track replacement is required between Long Marston and Honeybourne.
Using this cost per 9 miles plus cost of structures and earthworks as a basis for calculation…

Purchase of 16 ½ miles of track bed of B & CDR between Little Herberts / Dowdeswell and Andoversford and Bourton on the Water (excluding Notgrove station site) and Bourton - on - the - Water and Kingham (excluding Stow - on - the - Wold station site and Chadwick Lakes Leisure site),
Purchase of ¼ mile of track bed of M&SWJR at Andoversford beside A40.

Purchase of land for deviated railway line: -
4 mile long strip of farm land South of Cheltenham, between Badgeworth Junction and East of Crippetts Lane
½ mile long strip of general amenity land South of Pine Holt at Andoversford,
½ mile long strip of general amenity land ex – railway land East of Station Road / South of A40 Village Bypass at Andoversford,
½ mile long strip of farm land beside Notgrove station site,
1 mile long strip of farm land to West of A429,
1 mile long strip of general amenity land to North of Industrial Estate at Bourton – on – the – Water.

½ mile long strip of farm land beside Stow – on- the - Wold station site,

1 mile long strip of farm land beside Chadwick Lakes leisure complex, and across an adjoining field

At approximately £30,000 per mile for 25 miles this works out at £750,000

Part 1 Compensation 1973 Land Compensation Act: -
In some cases owners of residential properties beside the railway line would be entitled to claim this.
The main areas in which residents would be entitled to claim would be around A46 at Chargrove, the Beeches Road / Ravensgate Road localities of Little Herberts, Pine Holt, Station Road and Huntsmans Reach roads in Andoversford, and the occupants of Stow – on – the – Wold station building.

FUNDING AND PLANNING APPROVALS PROCESS for DfT funding award
The promoter of a scheme (usually a local council) has to fund all the work during the application process which takes years.
This can run to around £5 or £6 million.

Programme entry. The scheme would need to make an Initial Funding Application to the DfT in order to be granted this.

Planning consent. All necessary planning powers have to be obtained.

To authorise the new railway an Order under 1992 Transport and Works Act would be required:

To state that the powers in 1859 Bourton - on - the - Water Railway Act, 1862 East Gloucestershire Railway Act and 1873 Banbury and Cheltenham Direct Railway Act; no longer apply along the stretches of railway that have been redeveloped in Cheltenham (Lansdown Junction to West of Charlton Kings Station site) and Bourton – on – the – Water (East of A429 Fosse Way - Bourton Link Road - beside Industrial estate), that have been substituted by deviations and so are not to be restored,
To transfer entitlement to exercise the powers in 1859 Bourton - on - the - Water Railway Act, 1862 East Gloucestershire Railway Act and 1873 and 1877 Banbury and Cheltenham Direct Railway Acts, to the railway undertaker, along the stretches of route that are to be re-used by the new railway,
To grant planning permission for the deviated railway line South of Cheltenham (Badgeworth to Charlton Kings station (site of)), and West of Bourton – on – the – Water (West of A429 and North of Industrial Estate),
To grant planning permission to deviate the restored railway within the limits of deviation of 1862 East Gloucestershire Railway Act and 1873 Banbury and Cheltenham Direct Railway Act in the Beeches Road / Ravensgate Road localities of Little Herberts, and in the vicinity of A40 / Pine Holt roads in Andoversford,
To grant planning permission to deviate the restored railway within the limits of deviation of 1873 Banbury and Cheltenham Direct Railway Act beside Notgrove station site, beside Stow – on- the - Wold station site, and beside Chadwick Lakes leisure complex,
To grant other planning permissions as required,
To regulate the application of the 1991 Highways Act, within the Order,
To allow the railway undertaker to buy land required for the railway line,
To regulate the construction of the railway line, (1845 Railway Clauses Consolidation Act would need to be incorporated),
To allow the railway undertaker to operate the railway line.

The order can only be granted by the Secretary of State after a public enquiry in front of an independent Inspector who reports to the Minister.

Provisional Funding Award. Application has to be made to the DfT in order for the railway to be granted provisional approval.

Full Funding Award.
Tenders are invited for construction.
Once a preferred contractor is identified then a final application is made for the Full Funding Award.
The award usually convers a large proportion of the cost but there has to be a contribution locally.
In the past it has been suggested that some of the cost of the promotional expenses and a proportion of the local contribution could come from Share Issues by a Public Company set up for this purpose.
